Phanith Chou: Climate change has been recognized as one of the most significant environmental concerns and challenges in recent years (IPCC 2021). It is extremely challenging to address the effect of climate change. In 2023, Southeast Asia continued to be the most disaster-prone region worldwide for meteorological, climatic, and hydrological hazards (ASEAN 2023). Floods and storms caused the greatest number of recorded casualties and economic losses, although the impacts of heat waves also became worse. Many countries in the region had their highest temperatures in 2023, accompanied by a number of extreme phenomena, including droughts, heatwaves, floods, and storms (WMO 2024). The impacts from climate change in this region are more than 80 percent hydrometeorological hazards, and these were attributed to flood and storm occurrences as well as increasing temperature, all of which substantially affect agriculture (OECD 2018; WMO 2024).
