Initiated in 2002, the International Environmental Agreements Data Base (IEADB) catalogs the texts, memberships, and design features of over 3,000 multilateral and bilateral environmental agreements. Using IEADB data, we create a comprehensive review of the evolution of international environmental law, including how the number, subjects, and state memberships in IEAs have changed over time. By providing IEA texts, the IEADB helps scholars identify and systematically code IEA design features. We review scholarship derived from the IEADB on international environmental governance, including insights into IEA membership, formation, and design as well as the deeper structure of international environmental law. We note the IEADB’s value as a teaching tool to promote undergraduate and graduate teaching and research. The IEADB’s structure and content opens up both broad research realms and specific research questions, and facilitates the ability of scholars to use the IEADB to answer those questions of greatest interest to them.

To date, much of the work on “regime complexes”—loosely connected nonhierarchical institutions—has excluded an important part of the institutional picture: the role of private authority. This paper seeks to remedy this shortcoming by examining privately created standards within the regime complex for climate change and their relationship to public authority. Public rules in the Kyoto Protocol serve as a “coral reef,” attracting private rulemakers whose governance activities come to form part of the regime complex. Using original data, I conduct a network analysis of public and private standards for carbon management. Surprisingly, I find evidence of policy convergence—both around public rules and a subset of privately created rules: there is an emerging order in the complex institutional landscape that governs climate change. The observed convergence arises from private standards' concerns about demonstrating credibility and providing benefits for users. These findings are important for scholars of institutional complexity and climate politics: public rules on carbon accounting have the potential to outlast their current incarnation in the Kyoto Protocol, as perpetuated through private authority.

This paper explores the ways in which civil society actors and developing countries are limited in their engagement in global governance for sustainable development. Beginning with the relevant literature about how these social actors face obstacles to full participation, we present the notion of what we call “disenfranchisement” to describe the condition of being marginalized within the global policy-making arena. We put forward a conceptual framework that outlines what we identify as the three dimensions of disenfranchisement. By dis-aggregating the notion of disenfranchisement into its constituent dimensions, we outline potential operationalizations of these dimensions. Through the dimensions, the framework explicitly describes the mechanics of disenfranchisement, outlining the reasons that these actors become disenfranchised. We conclude by presenting the ways in which this framework can be applied in future empirical research, which will be critical to understanding the challenges to meaningful inclusion of stakeholders in global governance for sustainable development.
